In der Vernehmlassungsvorlage zur Infrastrukturplanung “Verkehr ‘45” schlägt der Bundesrat einen Zahlungsrahmen von 9,460 Milliarden Franken für Betrieb, Unterhalt und Ausbau im Sinne von Anpassungen vor. Ein signifikanter Teil dieses Betrags soll in die Umnutzung von Pannenstreifen in Fahrspuren (PUN-Projekte) fliessen. Aus dem erläuternden Bericht wird nicht ersichtlich, um welche Projekte es sich dabei handelt. Bekannt ist, dass der Bundesrat derzeit für dutzende Abschnitte solche Pannenstreifenumnutzungen plant oder prüft, darunter auch auf sehr langen Strecken und auf Abschnitten, deren Ausbau vom Volk im November 2024 abgelehnt wurde. Mit manchen Vorhaben soll ausdrücklich die Kapazität von Autobahnabschnitten erhöht werden (siehe dazu auch Ip. 26.3735).

Falls PUN primär als Massnahmen zur Kapazitätserweiterung eingesetzt werden, widerspricht dies klar dem eigentlichen Zweck von PUN gemäss offizieller ASTRA-Richtlinie. Die Auswirkungen von PUN auf die Verkehrssicherheit bleiben für längere Strecken ungeklärt, Erkenntnisse gibt es bislang nur für PUN als Bestandteil von Verkehrsmanagement-Massnahmen auf kurzen Abschnitten zwischen Anschlüssen.

Angesichts der Pläne des UVEK für einen umfassenden Einsatz von PUN ist es für die Beratungen zum Zahlungsrahmen Nationalstrassen 2028–2031 erforderlich, dass das Parlament über die entsprechenden Informationen verfügt und die Zweckmässigkeit sowie die rechtlichen und finanziellen Risiken (teure Planungen, die sich als nicht realisierbar herausstellen) beurteilen kann.

Der Bundesrat wird gebeten, folgende Fragen zu beantworten:

Für welche Autobahnabschnitte ist vorgesehen, Pannenstreifenumnutzungen (PUN) im Rahmen des Zahlungsrahmens Nationalstrassen 2028–2031 für Betrieb, Unterhalt und Ausbau im Sinne von Anpassungen zu planen und / oder zu realisieren?
Mit welchen Beträgen wird für die jeweiligen Projekte gerechnet (insgesamt und im Rahmen des Zahlungsrahmens)?
Kann garantiert werden, dass die rechtliche Grundlage für die Einrichtung von PUN als “Ausbauten im Sinne von Anpassungen” für all diese Projekte gegeben ist?
Wenn ja, worauf stützt sich diese Beurteilung?
