Postulat au Conseil général

Conformément à l’article 38 du Règlement du Conseil général

Titre : Réaffectation de l’ex-Parc Divonne en centre de compétences musicales

Contexte

En 2024, la Loi sur la promotion de la culture (LPrC) a été révisée. Son article 36 confie aux communes la responsabilité de fournir aux écoles de musique des locaux adaptés et en nombre suffisant.
Cette même année, le Conservatoire cantonal du Valais et l'École de Jazz et de Musiques Actuelles (ÉJMA) ont souligné le manque de salles adaptées à Sierre, chiffres à l'appui. Ils ont demandé à la Commune d'étudier d'autres solutions (Maison ECAV, Ancien Hôpital) mais leur démarche n'a pas abouti.
La Ville de Sierre est propriétaire du bâtiment dit « ex-Parc Divonne », situé route de l'Ancien Sierre 9 (parcelle 9152), qui a subi des dommages lors des inondations de 2024.

Constats

Les locaux actuellement mis à disposition des écoles de musique sont trop peu nombreux, mal insonorisés et peu fonctionnels, notamment en raison du partage avec d'autres associations. De plus, ils sont disséminés à différents endroits de la Commune, ce qui est particulièrement incommode. Ces problèmes ont été documentés en 2024¹ et confirmés par les responsables en 2025.
L’ex-Parc Divonne, aujourd'hui loué à l'EDHEA, sera désaffecté prochainement.
Le plan directeur « Condémines 20 30 » prévoit d'intégrer la parcelle 9152 dans le futur pôle culturel du quartier de Condémines.

Conclusion

Le bâtiment ex-Parc Divonne constitue une opportunité idéale pour répondre aux besoins urgents des écoles et des sociétés de musique intéressées, tout en s'inscrivant dans la LPrC et dans la vision culturelle du plan directeur « Condémines 20 30 ». Nous proposons de réaffecter l’ex-Parc Divonne en centre de compétences musicales destiné aux professionnels et aux élèves des écoles de musique locales (Conservatoire, ÉJMA, HEMU et autres associations ou sociétés intéressées². Ce centre offrirait des espaces partagés, bien insonorisés et équipés, adaptés à l'enseignement, aux répétitions, aux enregistrements voire aux concerts, dans un cadre accessible et durable³.

Le postulat, dont le texte suit, a été déposé par la conseillère générale Madame Christelle Wassmer et le conseiller général Monsieur Frédéric Favre, et a également été signé par les conseillers généraux MM. Patrick Imboden et Dominique Germann.

Ce postulat intitulé « Réaffectation de l’Ex-Parc Divonne en centre de compétences musicales » a été accepté par le Conseil général lors du plénum du 17 décembre 2025. Il appartient donc au Conseil municipal d’y donner suite par le dépôt du présent rapport dans un délai de six mois en application de l’article 38 du règlement du Conseil général de 2024.

2 Contexte

2.1 Le Bâtiment Ex-Park Divonne

Le bâtiment situé sur la parcelle N°9152, route de l’Ancien Sierre 9, est appelé Ex-Park Divonne en raison du nom de la dernière société qui l’a occupé. Il est composé de deux corps de bâtiments reliés par une passerelle. Construit en 1982, le volume principal comprend un sous-sol, un rez-inférieur dont la surface partiellement excavée donne sur une terrasse, un rez supérieur et 2 étages d’env. 260 m² chacun. L’annexe d’env. 200 m² est un ancien laboratoire, composé d’un étage et d’un sous-sol. La structure porteuse du bâtiment est très flexible, l’ensemble étant porté par les façades et un noyau central composé par la cage d’escalier et les sanitaires. Chaque étage est subdivisé principalement en petits bureaux à l’aide de parois légères. L’organisation de son plan est prévue pour des bureaux.

Le bâtiment principal est loué à l’école cantonale d’art dès 2011 puis à la HES-SO pour l’Ecole de design et haute école d’art (EDHEA) jusqu’à la réalisation de la nouvelle école d’art à la rue du Stade. L’ouverture de ce campus est prévue à l’automne 2027. Au terme de ce contrat, une nouvelle occupation devra être trouvée. L’annexe est louée au CMS. Le loyer annuel se monte à un peu plus de CHF 80'000.–. L’entretien et les charges sont du ressort des locataires. Aucune décision n’a été prise à ce jour quant aux futurs utilisateurs de ces bâtiments.

2.2 Le bâtiment dans le nouveau quartier de Condémines Métralerie

Ce bâtiment est localisé à Condémines Métralerie, dans un secteur de la ville appelé à connaître une évolution significative au cours des 10 prochaines années, avec la construction de nouvelles patinoires et la réalisation d’un quartier de très forte densité.

La parcelle N°9152 n’est pas intégrée à l’accord-cadre qui lie la ville et les investisseurs de la nouvelle patinoire et de l’écoquartier Viva. Le maintien de la totalité du bâtiment Ex-Park Divonne et de son annexe est compatible avec l’évolution de la planification du nouveau quartier. L’impact de l’affectation de ce bâtiment sur les besoins en stationnement du secteur devrait être évalué.

Etant donné sa situation stratégique, à l’angle de la place du théâtre et de la nouvelle rue centrale au quartier la Pasegiata, l’affectation de ce lieu doit être réfléchie avec attention. Ce site doit rester ouvert sur l’extérieur et attractif pour favoriser la vie dans ce futur quartier.

2.3 Les locaux de musique

Actuellement, les locaux de musique mis à disposition par la ville sont répartis comme suit :

pour le conservatoire sur 4 sites (Maison de Courten, Maison des Sœurs, Borzuat, local de la fanfare de Noës),
pour l’Ecole de jazz et de musique actuelle (EJMA) sur 2 sites (Aslec et Borzuat).

Ces salles ne sont pas insonorisées ce qui rend les conditions d’enseignement de la musique parfois difficiles. Par ailleurs, ces locaux s’avèrent désormais trop exigus. Le Conservatoire cantonal et l’EJMA ont élaboré un document stratégique qui transcrit une vision de leur développement et de leurs besoins en locaux. Il est remis par les postulants et ne traite que des besoins de ces deux écoles.

D’autres sociétés de musiques bénéficient de locaux de répétition et d’instruction, par ex. la Gérondine au sous-sol de la bibliothèque, les Fifres et Tambours sierrois à Borzuat, ceux de Borzuat ou Villa dans leurs locaux, la fanfare de Noës dans l’ancienne école, la fanfare de Granges dans le village ou encore les sociétés de chant qui disposent en principe des salles de répétition à proximité des églises.

2.4 La promotion de la culture (LCPrC)

La loi cantonale sur la promotion de la culture impose à chaque commune de mettre à disposition des écoles de musique reconnues des locaux nécessaires à l’enseignement. Les communes peuvent se répartir entre elles les frais en tenant compte du domicile des élèves (LPrC art. 36d).

Aujourd’hui, la ville participe à la formation des élèves sierrois. Toutefois, elle n’établit pas de facture à l’attention des autres communes avec des élèves bénéficiaires. Cette pratique est majoritairement suivie par les communes valaisannes. Toutefois, au vu du nombre d’élèves provenant de communes extérieures, la Ville devrait analyser la possibilité de facturer les frais de location des locaux nécessaires à l’enseignement aux communes concernées, conformément aux dispositions prévues dans la loi cantonale.

3 Analyse de faisabilité

3.1 Réponse aux besoins

Le bâtiment principal et son annexe possèdent une surface d’environ 1'000 m² exploitables, ce qui correspond aux besoins en surfaces exprimés par le Conservatoire et l’EJMA. A ce stade des études, il est trop tôt pour savoir si des surfaces sont disponibles pour créer davantage de salles et bénéficier à un plus grand nombre. L’intégration d’autres sociétés de musiques dans le projet serait dans tous les cas envisageables en élargissant les heures d’occupation et en attribuant certaines salles à plusieurs usagers. Les horaires dévolus aux jeunes resteraient les plus complexes à coordonner car les cours qui leur sont adressés ont souvent lieu aux mêmes périodes.

En cas de poursuite des études, il faudrait rapidement déterminer si les besoins du Conservatoire et de l’EJMA doivent être remplis en priorité et si d’autres écoles ou sociétés de musiques doivent être intégrées au projet et selon quels critères. La pertinence du regroupement d’un grand nombre de sociétés de musique devra également être évaluée. La proximité du lieu de vie et de répétition pourrait être un facteur d’attachement à une société et permettre son maintien.

A noter qu’en principe, étant donné les besoins en surface annoncés par le conservatoire et l’EJMA, il semble peu réaliste que la réalisation d’un centre de compétences musicales remette en cause l’existence de toutes les autres structures dévolues à la musique.

S’agissant des locaux occupés par le Conservatoire ou l’EJMA, les surfaces libérées pourraient bénéficier aux usagers actuels. A la Maison de Courten, les bureaux de la Fondation Rilke situés aux combles pourraient être relocalisés au 1^er étage plutôt que d’être rénovés, les combles étant alors réservés à un rôle d’archives uniquement. La Maison des Sœurs pourrait quant à elle accueillir d’autres associations en compléments de celles déjà présentes. La fanfare de Noës pourrait alors disposer d’un local qui lui serait exclusivement dédié. Enfin, l’Aslec pourrait investir ces salles pour y développer des activités socio-culturelles.

3.2 Estimation sommaire des coûts d’investissement

Le bâtiment Ex-Park Divonne a bénéficié de deux étapes de rénovation par la ville en vue de pérenniser l’ouvrage. En 2017-18, un montant de CHF 370'000.– a été investi principalement pour la mise aux normes incendie. À la suite de l’inondation de 2024, d’importants travaux de réhabilitation ont été nécessaires. Le coût total des travaux de remise en état, y c. une réfection de la partie électrique, du niveau du sous-sol et l’amélioration de la production de chaleur, est de CHF 1'610'000.–, dont une partie prise en charge par notre assurance.

Actuellement, ce site ne permet pas l’installation d’un centre de compétences musicales dans de bonnes conditions. Les espaces ne sont pas bien insonorisés, les dimensions des salles ne sont pas adaptées à l’enseignement ou aux répétitions. Un devis estimatif a été établi sur la base des surfaces à traiter au m² et des volumes au m³ et en l’absence d’un cahier des charges détaillé
