Im zweiten, im Januar 2015 erschienenen Bürokratiemonitor des Seco gaben 1809 Unternehmen Auskunft über ihre administrative Belastung durch staatliche Regulierungen. Über die Hälfte, d. h. 54,2 Prozent der befragten Unternehmen, nimmt die Belastung als hoch oder eher hoch wahr. Generell scheint die wahrgenommene Belastung während den letzten drei Jahren in der Tendenz zugenommen zu haben.

Diese subjektiv wahrgenommene Belastung der Unternehmen durch Regulierungen wurde inzwischen durch Studien bestätigt: Im Juni 2010 stellte der Gewerbeverband seine Studie zu den Regulierungskosten in der Schweiz vor und schätzte die Belastungen gesamtschweizerisch auf insgesamt 50 Milliarden Franken. Mit seinem Bericht vom Dezember 2013 beantwortete der Bundesrat die Postulate Fournier 10.3429 und Zuppiger 10.3592 und kam im Wesentlichen zum gleichen Ergebnis wie der Gewerbeverband: Allein in zwölf Dossiers auf Bundesebene wurden 10 Milliarden Franken Senkungspotenzial für Regulierungskosten identifiziert. Auch für den Statistikbereich wird Kosteneinsparungspotenzial ausgemacht. Leider scheint seit Erscheinen der Berichte nicht viel passiert zu sein.

Dem Bundesrat ist es ein wichtiges Anliegen, die administrative Belastung der Unternehmen möglichst gering zu halten. Dieses Anliegen wurde bereits in verschiedenen Berichten thematisiert wie zum Beispiel im Bericht des Bundesrates über die Regulierungskosten vom 13. Dezember 2013 in Erfüllung der Postulate Fournier 10.3429 und Zuppiger 10.3592 oder im Bericht \"Schätzung der Kosten von Regulierungen und Identifizierung von Potenzialen für die Vereinfachung und Kostenreduktion im Bereich Statistik\" des Schweizerischen Instituts für Klein- und Mittelunternehmen der Universität St. Gallen vom 22. Oktober 2013. Beide Berichte sind auf der Internetseite vom Seco aufrufbar: Themen > Wirtschaftspolitik > Regulierung > Regulierungskosten. Im Bericht der Universität St. Gallen wird festgehalten (Seite 7): \"... dass es ... eher um die Optimierung eines offensichtlich gut funktionierenden Systems geht, als um eine grundlegende Neuausrichtung der Art und Weise, wie Statistiken erstellt werden.\" Der Bericht aus dem Jahr 2013 schlägt ebenfalls eine Reihe von Massnahmen vor, die das Bundesamt für Statistik (BFS) mehrheitlich übernommen hat. Zudem zeigt der Bürokratiemonitor 2014 (GfK Switzerland AG, Dezember 2014), der über den aktuellsten Stand der administrativen Belastungen Auskunft gibt, ausserdem, dass die statistischen Verpflichtungen nicht zu den Bereichen mit den vordringlichsten Problemen gehören. Dieses Dokument ist auf dem Medienmitteilungsportal der Schweizer Regierung abrufbar (Zweite Ausgabe des Bürokratiemonitors vom 29.01.2015).

Im Rahmen der Vorbereitungen des statistischen Mehrjahresprogramms 2015-2019 werden somit die Statistiken systematisch auf ihre Ziele, ihre Relevanz und ihre Akzeptanz hin geprüft. In diesem Kontext trug das BFS dem Vorschlag des Berichtes 2013 Rechnung, die Umsatzstatistik \"Sonstige Dienstleistungen\" schrittweise zu erweitern, um die Belastung der Unternehmen in Grenzen zu halten, und die Orientierung am Kontenrahmen der Klein- und Mittelunternehmen (KMU) bei der Wertschöpfungsstatistik beizubehalten.

In den letzten Jahren hat das BFS ausserdem die Verwendung von Administrativdaten systematisiert, denn es ist gesetzlich dazu verpflichtet, Erhebungen zu vermeiden, wenn solche Daten verwendet werden können. So hat beispielsweise die Statistik der Unternehmensstruktur, die sich hauptsächlich auf AHV-Daten stützt, die Betriebszählung ersetzt, die auf einem an rund 380 000 Unternehmen verschickten Fragebogen beruhte. Im Falle der in der Motion erwähnten Landwirtschaftsbetriebe basieren die vom BFS produzierten Statistiken grösstenteils auf Administrativquellen, insbesondere auf den Daten zu den Direktzahlungen. Der Handlungsspielraum zur Entlastung dieser Einheiten ist somit aus statistischer Sicht gering. Das BFS und seine Partner haben ausserdem noch gezieltere Massnahmen eingeleitet, um den Aufwand für die Befragten möglichst gering zu halten. Im Falle der KMU hat das BFS ein Verteilsystem eingerichtet, mit dem die Wahrscheinlichkeit, dass eine Einheit regelmässig an mehreren Erhebungen teilnimmt, begrenzt werden kann. Das Ziel dabei ist es, den Aufwand mittels einer kritischen Prüfung der Stichproben möglichst regelmässig auf die Befragten zu verteilen, ohne die Qualität der Statistiken zu gefährden.

Wenn für die Entlastung der KMU ein Mindestkriterium von 50 Beschäftigten eingeführt werden soll, wäre ein wesentlicher Teil der Schweizer Wirtschaft (98 Prozent der Unternehmen, 44 Prozent der Beschäftigten) in den Statistiken nicht mehr vertreten und würde nicht in die politischen Entscheidungsprozesse einfliessen. Das Verhalten der kleinen und der grossen Einheiten weist jedoch Unterschiede auf. Somit wäre es unmöglich, für Bereiche wie Innovation, Wirtschaftswachstum oder Beziehungen mit dem Ausland Schlüsse zu ziehen, die ausschliesslich auf Antworten von Einheiten mit mehr als 50 Beschäftigten aufbauen.
