Familien mit bescheidenem Einkommen beschränken sich heute oft auf ein einziges Einkommen, weil Kinderbetreuungskosten und Steuerprogression ein zweites Einkommen gleich auffressen würden. Unsere Wirtschaft braucht aber das Know-how der Frauen, und die Frauen, die lange nicht einer Erwerbstätigkeit nachgingen, haben Mühe, sich wieder in den Arbeitsmarkt zu integrieren.

Deshalb bitte ich um Antworten auf folgende Fragen:

1. Steuerabzüge für die Kinderbetreuung auf Bundesebene und die Schaffung der Möglichkeit, auf Kantonsebene noch weiter gehende Steuerabzüge zu gewähren (Änderung des StHG), könnten Frauen mit Kindern dazu ermutigen, dem Arbeitsmarkt nicht zu lange fernzubleiben, und damit deren finanzielle Lage verbessern, wenn die Kinder aus dem Haus sind. Gleichzeitig würden sie das Wirtschaftswachstum ankurbeln. Ist der Bundesrat nicht auch dieser Ansicht?

2. Kann er abschätzen, wie viele Frauen dank diesen beiden Massnahmen - mindestens teilzeitlich - eine Erwerbstätigkeit (wieder)aufnehmen würden?

3. Ist er nicht auch der Ansicht, dass damit die Chancengleichheit von Frau und Mann auf dem Arbeitsmarkt gefördert würde?

4. Ist er nicht auch der Ansicht, dass diese Massnahmen zur Verbesserung der wirtschaftlichen Situation von Familien mit bescheidenem Einkommen führen würden?

5. Kann er sagen, wie viele Personen Kinder betreuen (Hausangestellte, Tagesmütter):

a. deren Lohn nicht bei der AHV gemeldet ist?

b. deren Einkommen in keiner Steuererklärung auftaucht?

c. die sich illegal in der Schweiz aufhalten?

6. Ist er nicht auch der Auffassung, dass diese Massnahmen Familien, die ihre Kinder \"schwarz\" oder \"grau\" betreuen lassen, dazu bringen könnten, sich an die gesetzlichen Vorschriften zu halten und insbesondere die Betreuungspersonen und deren Lohn der AHV zu melden?

7. Kann er sagen, wie viel die AHV und die Steuerverwaltung dadurch mehr einnehmen würden?

1. Der Bundesrat teilt die Meinung, dass die Kinderbetreuungskosten das Zweiteinkommen schmerzlich mindern können. Er ist auch der Meinung, dass aus demografischer Sicht die zusätzliche Erwerbstätigkeit der Ehefrauen mit Kindern und auch der alleinerziehenden Mütter volkswirtschaftlich anzustreben ist. Er teilt auch die Auffassung der Interpellantin, wonach ein steuerlicher Abzug für die Kosten der Fremdbetreuung von Kindern einen Anreiz für eine vermehrte Erwerbstätigkeit der Frauen mit Kindern setzen könnte. Er gibt allerdings zu bedenken, dass dies nur dann der Fall ist, wenn gleichzeitig ein genügendes Angebot an qualitativ guten Strukturen der ausserfamiliären Kinderbetreuung zu erschwinglichen Preisen vorhanden ist.

2. Dem Bundesrat steht kein mit genügenden statistischen Daten ausgestattetes Modell zur Verfügung, welches eine zuverlässige Schätzung der durch einen solchen Abzug ausgelösten höheren Erwerbsbeteiligung von Frauen mit Kindern erlauben würde.

3. Die Chancengleichheit von Mann und Frau hängt von sehr vielen Faktoren ab. Dazu gehören das Ausbildungsniveau, die Betreuungsmöglichkeiten für die Kinder, die Flexibilität von Arbeitnehmerin bzw. Arbeitnehmer und Arbeitgeber u. a. Der Abzug für Kinderbetreuungskosten könnte ein kleiner Beitrag zur Verbesserung der Chancengleichheit sein.

4. Diese Frage lässt sich nicht eindeutig beantworten, denn es kommt dabei auf die konkreten Umstände an, insbesondere die durch die Eltern zu tragenden Kosten der Kinderfremdbetreuung, die berufliche Qualifikation und die Einkommensverhältnisse der Eltern sowie die konkrete Ausgestaltung des Steuerabzuges.

5. Dem Bundesrat liegen keine statistischen Angaben über das in der Kinderbetreuung tätige Hauspersonal oder über Tagesfamilien vor. Für den Bereich der Tagesfamilien gibt es einzig Schätzungen des nationalen Dachverbandes \"Tagesfamilien Schweiz\", die von rund 9300 Tagesfamilien und 16 800 betreuten Kindern ausgehen. Es handelt sich dabei um Betreuungsverhältnisse, die über eine offizielle Vermittlungsstelle laufen. Zu den übrigen, nicht regulierten Betreuungsverhältnissen sind dem Bundesrat keine Schätzungen bekannt. Es ist daher nicht möglich, Zahlen über Schwarzarbeit im fraglichen Bereich zu liefern.

6. Der Bundesrat teilt die Auffassung der Interpellantin, dass sich die Einführung von Steuerabzügen im Bereich der Kinderbetreuung grundsätzlich schwarzarbeitvermindernd auswirken könnte. Bisher scheiterte die Bekämpfung der Schwarzarbeit am oft hohen administrativen Aufwand. Mit dem Bundesgesetz gegen die Schwarzarbeit, das auf den 1. Januar 2008 in Kraft getreten ist, soll die Schwarzarbeit besser bekämpft werden können. Das Gesetz sieht daher insbesondere administrative Erleichterungen sowie Kontroll- und Sanktionsmassnahmen vor.

7. Dem Bundesrat stehen seit dem Inkrafttreten des Bundesgesetzes gegen die Schwarzarbeit am 1. Januar 2008 noch keine Angaben über zusätzliche Steuereinnahmen zur Verfügung. Diese Feststellung gilt ebenso für den Bereich des Sozialversicherungsrechtes.
