Historique / exposé des faits :

D'ici peu nous allons vivre les deux ans de la crue du Rhône survenue pendant le week-end du 29-30 juin 2024 où une grande partie de la région s'est retrouvée sous l'eau. Les traces sont encore visibles : quelques déchets par ci et par là, des maisons abandonnées, des villas au bord du fleuve vides et barricadées …

Cette situation me semble inquiétante et les suites concrètes qui ont été données à ces malheureux évènements ne sont pas vraiment claires. N'ayant pas reçu des réponses précises quant à l'évolution à court et moyen terme de ce site je demande au Conseil Municipal de répondre aux questions suivantes :

Quel est le futur du quartier de Sous-Géronde ?
Est-ce que les anciens habitants ont trouvé un autre logement ?
Est-ce qu'ils/elles ont été dédommagé/es ?
Est-ce que cette crue a exercé une influence sur la décharge de l'ancienne Alusuisse contenant surtout des métaux lourds ?

Réponses aux questions

1. Quel est le futur du quartier de Sous-Géronde ?

Aujourd'hui comme dans le passé, Sous-Géronde a une vocation de logement, d'activités industrielles, artisanales ou de recherche et de loisirs en lien avec la nature et le paysage.

Le quartier de Sous-Géronde se compose de plusieurs sous-secteurs : le secteur nord-est qui va de la route de Transit à la colline de Plantzette - ce secteur est habité -, le secteur sud-ouest - avec le Technopôle et les usines ainsi que les villas qui bordent le Rhône - ainsi que le secteur sud-est compris entre la route de Transit, la route de Sous-Géronde, le Rhône et la colline de Géronde.

Sur le secteur sud-est, les immeubles d'habitation sont en cours de rénovation par les propriétaires et ont accueilli les premiers locataires. Le restaurant le Lion d'Or a pu ouvrir. Le secteur sud-est dans son ensemble fait l'objet d'une planification spéciale. En effet, un cahier des charges est en cours de travail en collaboration avec les propriétaires principaux et la section Patrimoine du Service cantonal infrastructure et patrimoine (SIP) afin de déterminer le cadre pour sa densification tout en garantissant la mise en valeur du patrimoine existant. La valeur historique du site se caractérise principalement par les dimensions des volumes existants, les toitures et la relation du bâti aux espaces extérieurs. Une procédure de mise sous protection de la parcelle 6225 est analysée. Au sud de ce périmètre, les villas situées au-delà de la digue sont condamnées. Elles se situent dans le lit du Rhône et il n'est plus autorisé d'y habiter.

Afin de protéger le Technopôle et l'ensemble du site industriel des usines d'aluminium qui ont repris leur activité, les villas qui bordent le Rhône au sud des usines sont vouées à la démolition car l'État du Valais y prévoit la création d'une digue qui sera provisoire dans un premier temps dans l'attente des aménagements complets de la mesure de correction du Rhône du secteur Sierre-Chippis.

2. Est-ce que les anciens habitants ont trouvé un autre logement ?

Dans la première phase de la crise, une majorité des habitants de Sous-Géronde a trouvé des solutions de logement transitoires (proches, famille, amis). 18 personnes ont néanmoins été hébergées en abris PC dès le 30 juin. À la demande de la Ville, un accueil hôtelier a été mis en place par le Centre médico-social dès la fermeture de l'abri PC du Bourgeois pour ces 18 personnes. Elles ont toutes trouvé un logement dans les semaines suivantes.

Dans la deuxième phase de la crise (normalisation), une partie des habitants impactés par les intempéries a été en mesure de réintégrer leur logement, après travaux. Tous ceux qui n'ont pas eu l'autorisation de réintégrer leur habitat ont aujourd'hui retrouvé un logement, soit dans le district soit hors district.

3. Est-ce qu'ils/elles ont été dédommagés ?

Dans la première phase de la crise (du 30 juin au 6 juillet 2024), la Ville de Sierre a mandaté le Centre médico-social pour la mise en place d'un dispositif d'accès à l'aide d'urgence de la Chaîne du bonheur. Ce dispositif a bénéficié très rapidement à de nombreuses familles : 104 ménages, soit 186 adultes et 52 enfants y ont eu recours. Le montant distribué dès le début juillet 2024 aux familles s'est élevé à CHF 578'500.-.

Dans la deuxième phase de la crise (normalisation), un suivi systématique des personnes touchées a été mis en place par le CMS, avec la distribution de l'aide transitoire de la Chaîne du bonheur, en coordination avec les autorités communales et le canton. Une assistante sociale a été engagée dès le 12 août 2024 par le CMS pour assurer ce suivi, qui s'est prolongé jusqu'en fin 2025 (financé par la Chaîne du Bonheur). 213 demandes d'aide transitoire ont été traitées par l'assistante sociale. Un montant total de CHF 2'629'187.- a été distribué (état au 28 mai 2026), provenant exclusivement de la Chaîne du bonheur.

En plus du suivi social, un suivi psychologique a été proposé par le CMS de Sierre, avec un financement de la Chaîne du bonheur.

La question de l'indemnisation des propriétaires, notamment pour le déblaiement du limon, a fait l'objet d'un traitement particulier. Le canton a décidé que le financement du déblaiement (pour les parcelles éligibles) serait assuré par la Chaîne du Bonheur (80%), Fondssuisse (10%) et le canton (10% restants).

À notre connaissance, les habitants n'ont pas reçu d'aide directe du canton du Valais.

4. Est-ce que cette crue a exercé une influence sur la décharge de l'ancienne Alusuisse contenant surtout des métaux lourds ?

Dans le secteur de Sous-Géronde plusieurs sites liés aux activités industrielles des usines de fonderie et d'usinage d'aluminium sont inscrits au cadastre cantonal des sites pollués. Il y est enregistré que l'assainissement de l'ancienne décharge de l'usine de Sierre est terminé, tout en maintenant ce site pollué sous surveillance. Cette surveillance, comme celles de l'ensemble des sites qui y sont soumis, est réalisée sous l'Autorité du service cantonal de l'environnement.

La crue du Rhône ayant occasionné un élèvement du niveau de la nappe phréatique une augmentation ponctuelle des niveaux de polluants (fluorures) a été enregistrée sans toutefois atteindre des seuils alarmants. Ce phénomène est lié à la mobilisation de pollutions résiduelles situées dans les sols hors de la zone de battement habituel des eaux souterraines.
