Die Regierung hat dem Landtag im November 2022 mit dem agrarpolitischen Bericht die geplante Weiterentwicklung der Landwirtschaftspolitik präsentiert, interessante Perspektiven aufgezeigt sowie 18 konkrete Massnahmen in den Handlungsfeldern Bildung, Soziales und Gesellschaft, Märkte, Ökonomie und technischer Fortschritt sowie Ökologie und Klimaschutz formuliert.

\r\n

Viele dieser Massnahmen, wie die Verbesserung des Pächterschutzes oder die soziale Absicherung von Familienmitgliedern, waren mit klaren Zeitplanungen bis Ende 2024 versehen.

\r\n

Gemäss Art. 7 des Landwirtschaftsgesetzes hat die Regierung dem Landtag alle vier Jahre einen Agrarpolitischen Bericht (APB) vorzulegen. Der nächste Bericht ist für 2026 eingeplant und so stellt sich die Frage nach der tatsächlichen Zielerreichung.

\r\n

Monitoring und Erfolgskontrolle waren mir schon bei der Behandlung im Landtag 2022 ein Anliegen, deshalb stelle ich dazu folgende Fragen:

Welche der 18 Massnahmen des APB 2022 wurden bis zum heutigen Zeitpunkt vollständig umgesetzt, welche befinden sich noch in der Umsetzung und welche wurden aus welchen Gründen zurückgestellt?
Warum wurden die im APB 2022 prioritär angekündigten Massnahmen im Bereich Soziales, insbesondere die Erhöhung der Kündigungsfristen bei Pachtland und die obligatorische soziale Absicherung, nicht wie geplant bis Ende 2024 realisiert?
Welche konkreten Lehren zieht die Regierung aus dem Umsetzungsprozess des APB 2022 für die Erarbeitung des neuen Berichts, der dem Landtag im laufenden Jahr 2026 vorgelegt werden muss?
Inwiefern beabsichtigt die Regierung, den Landtag künftig mittels eines regelmässigen Monitoringberichts über den Fortschritt agrarpolitischer Massnahmen zu informieren, um eine zeitnahe Erfolgskontrolle zu ermöglichen?

Wie stellt die Regierung sicher, dass im neuen APB 2026 nicht nur neue Visionen formuliert werden, sondern eine detaillierte Abrechnung über die Erreichung oder Nicht-Erreichung der Ziele von 2022 erfolgt?

Gewisse Massnahmen werden heute als nicht mehr prioritär eingeschätzt oder wurden in der Schweiz gänzlich gestrichen. Der konkrete Umsetzungsstand soll im agrarpolitischen Bericht 2026 detailliert aufgezeigt werden.

Der Zeitplan für die im agrarpolitischen Bericht 2022 formulierten Massnahmen war angesichts der Art und des Umfangs einzelner Massnahmen zu ambitioniert. Zudem haben personelle Engpässe in der Abteilung Landwirtschaft dazu geführt, dass bei verschiedenen Massnahmen die ursprünglich vorgesehenen Umsetzungsfristen nicht eingehalten werden konnten.

Die Massnahmen müssen wo nötig angepasst und klar priorisiert werden. Zudem muss die Umsetzung realistisch sein. In diesem Zusammenhang ist zu berücksichtigen, dass gewisse Massnahmen auf Zeiträume ausgelegt sind, die über die Periode des jeweiligen agrarpolitischen Berichts hinausgehen.

Das Landwirtschaftsgesetz sieht vor, dass die Regierung dem Landtag alle vier Jahre einen agrarpolitischen Bericht unterbreitet. Ein zusätzlicher Einbezug des Landtags, etwa über Monitoringberichte, ist nicht vorgesehen.

Es ist geplant, dass der agrarpolitische Bericht 2026 eine Überprüfung und Analyse der Massnahmenumsetzung zuhanden der Regierung festlegt. Das Ergebnis dieser Überprüfung soll öffentlich gemacht werden.
