Der Landtag hat die Postulatsbeantwortung zur Ausrichtung von Therapiegeldern für Autismus-Therapien bei Kindern und Jugendlichen zur Kenntnis genommen. Darin wird die Bedeutung einer frühzeitigen Diagnostik und Intervention ausdrücklich hervorgehoben. Gleichzeitig wurden Massnahmen zur besseren Koordination, zur Weiterentwicklung der Unterstützungsstrukturen sowie ein Pilotprojekt angekündigt. Inzwischen zeigen Entwicklungen im Ausland, insbesondere in der Schweiz, dass Modelle zur strukturierten Finanzierung und Umsetzung der intensiven Frühintervention konkretisiert und beschlossen wurden. Vor diesem Hintergrund stellt sich die Frage nach dem aktuellen Stand der Arbeiten in Liechtenstein, insbesondere in Bezug auf die eingesetzten Fachgruppen sowie die Weiterentwicklung von Diagnostik und Finanzierung.

Die von der Regierung im Januar 2026 eingesetzte Strategiegruppe wird in Bälde einen Antrag an die Regierung zur Sicherstellung der Finanzierung des vorgesehenen Koordinationskonzepts einbringen. Dieses Konzept sieht die Schaffung einer niederschwelligen, örtlich dezentral organisierten Anlaufstelle sowie die Einsetzung eines interdisziplinären Koordinationsteams vor. Ziel ist es, betroffenen Personen und deren Angehörigen einen möglichst einfachen, bedarfsgerechten und koordinierten Zugang zu Information, Beratung und Unterstützungsangeboten zu ermöglichen und gleichzeitig bei Vorliegen von komplexen Fällen eine Weiterleitung an das Koordinationsteam sicherzustellen.

Im Fokus der laufenden Arbeiten steht die Sicherstellung einer bedarfsgerechten pädiatrischen Versorgung, damit Verdachtsfälle frühzeitig erkannt und zeitnah an geeignete spezialisierte Diagnosestellen überwiesen werden können.

Es haben bereits zahlreiche Gespräche und Abstimmungen mit Institutionen stattgefunden, die im frühkindlichen Bereich tätig sind. Ziel ist es, bestehende Strukturen und Angebote vertieft zu analysieren sowie allfällige Versorgungslücken zu identifizieren.

\r\n

Die von der Regierung eingesetzte Strategiegruppe hat den Auftrag, der Regierung bis Ende 2026 entsprechende Handlungsfelder aufzuzeigen und konkrete Massnahmen zur Schliessung bestehender Lücken vorzuschlagen. Dabei soll insbesondere sichergestellt werden, dass betroffene Kinder und deren Familien möglichst frühzeitig Zugang zu geeigneter Unterstützung und Förderung erhalten.

In Phase 1 des Pilotprojekts zur Unterstützung von Kindern und Jugendlichen mit Beeinträchtigungen stehen die Schaffung der niederschwelligen Anlaufstelle sowie die Einsetzung eines interdisziplinären Koordinationsteams an. Deren Tätigkeit soll eng durch die Strategiegruppe begleitet werden, um hieraus bereits Erkenntnisse für die zweite Phase des Pilotprojekts zu gewinnen. In einer zweiten Phase sollen bestehende Angebots- und Versorgungslücken systematisch festgestellt und Massnahmen zu deren Schliessung erarbeitet werden. Darüber hinaus soll ein System zur Erfassung und Meldung von Verdachtsfällen – ähnlich der in der Invalidenversicherung in Bezug auf das Berufsleben erfolgreich praktizierten Früherfassung – ausgearbeitet werden. Bis Ende 2026 muss der Regierung ein erster Bericht erstattet werden.

Die Ausgangslage in der Schweiz ist im Hinblick auf deren föderale Struktur eine andere. Eine Regelung für das Zusammenspiel der Kantone und der Invalidenversicherung und die im Schweizer Invalidenversicherungsgesetz neu geregelte Finanzierung der Intensiven Frühinterventionen bei Kindern mit Autismus-Spektrum-Störung (IFI) war notwendig, weil die im Rahmen der IFI erbrachten Leistungen in der Schweiz nicht aus einer Hand finanziert werden, sondern die Zuständigkeit hier beim Bund und den Kantonen liegt. In Liechtenstein hingegen werden die besonderen medizinischen Massnahmen, die Hilflosenentschädigung, die pädagogisch-therapeutischen Massnahmen sowie auch die Leistungen des Kinder- und Jugendgesetzes bereits heute vom Land getragen. Lediglich die Ergänzungsleistungen- und das Betreuungs- und Pflegegeld werden vom Land und den Gemeinden gemeinsam finanziert.

Der Umstand, dass in Liechtenstein derzeit noch vorwiegend konzeptionelle Arbeiten im Rahmen der Unterstützung von Kindern und Jugendlichen mit Beeinträchtigungen erfolgen, ist auf unterschiedliche Gründe zurückzuführen. Zum einen konzentriert sich die Schweizer Lösung auf Kinder mit frühkindlichem Autismus, während sich das liechtensteinische Pilotprojekt auf sämtliche Kinder und Jugendliche mit Beeinträchtigungen erstreckt. Zum anderen ist in Liechtenstein das Thema Autismus und Neurodivergenz erst seit rund einem Jahr in dieser erhöhten Intensität in den Fokus der öffentlichen und fachlichen Wahrnehmung gerückt. Daraus ist zu schliessen, dass die bestehende Versorgungslandschaft grundsätzlich vorhanden und tragfähig ist, jedoch in einzelnen Bereichen punktuelle Lücken und Optimierungspotenziale bestehen.

Die zuständigen Stellen in Liechtenstein haben sich im vergangenen Jahr intensiv mit der Aufarbeitung der bestehenden Fragestellungen und Herausforderungen vor dem Hintergrund des bestehenden Angebots auseinandergesetzt. Dabei steht das Ziel im Vordergrund, tragfähige, bedarfsgerechte und langfristige Lösungen zu entwickeln. Eine sorgfältige und qualitativ hochwertige Umsetzung benötigt jedoch die notwendige Zeit, damit die Massnahmen den betroffenen Personen und ihrem Umfeld nachhaltig zugutekommen können.
