Als Resultat des im Dezember 2020 abgeschlossenen Dialogprozesses A5-Westast ging hervor, dass der Porttunnel gebaut werden soll. Das Ausführungsprojekt hingegen soll abgeschrieben und eine neue Lösung für die Autobahn gesucht werden. Im Januar teilte das UVEK mit, dass das Projekt abgeschrieben und der Enteignungsbann aufgehoben wird. Liegenschaftsbesitzer können somit wieder über ihre Liegenschaften verfügen, auch jene im Bereich des Porttunnels. Für eine nachhaltige Verkehrsentlastung der Stadt Nidau ist die Realisierung des Porttunnels essenziell. Aus diesem Grund ist es sehr wichtig, bereits heute alle möglichen Massnahmen in die Wege zu leiten, damit dieses Projekt zeitnah realisiert werden kann.

Bei der vorliegenden Motion handelt es sich um eine Motion im abschliessenden Zuständigkeitsbereich des Gemeinderates (Richtlinienmotion). Der Gemeinderat hat bei Richtlinienmotionen einen relativ grossen Spielraum hinsichtlich des Grades der Zielerreichung, der einzusetzenden Mittel und der weiteren Modalitäten bei der Erfüllung des Auftrages. Die Entscheidverantwortung bleibt beim Gemeinderat.

Die Stadt Nidau setzt sich seit Jahrzehnten für eine nachhaltige Verkehrsentlastung des Stadtgebiets ein. Im Rahmen des Ausführungsprojektes (AP) A5-Westumfahrung, welches u.a. die Überdeckung der Bernstrasse und den Bau des Porttunnels beinhaltete, wäre dieses Ziel erreicht worden.

Als Folge der im Dialogprozess verabschiedeten Empfehlungen wurde das AP abgeschrieben. Die Notwendigkeit des Porttunnels wurde indes von allen beteiligten Gemeinden und Organisationen anerkannt und z.Hd. der Behördendelegation[1] zur raschen Umsetzung empfohlen.

Mit der Abschreibung des AP sind jedoch alle Grundlagen für die planungsrechtliche Sicherung des Porttunnels weggefallen. Um den Porttunnel-Perimeter planerisch dennoch sichern zu können, ist eine enge Zusammenarbeit zwischen Kanton, Gemeinden und Grundeigentümern unabdingbar. Zeitgleich mit der Abschreibung des AP ist die Stadt Nidau deshalb sofort aktiv geworden. Unter der Leitung der Stadtpräsidentin wurde an mehreren Sitzungen mit dem Kanton (Bau- und Verkehrsdirektion, Tiefbauamt) sowie den Gemeinden Port, Ipsach und Brügg die Ausgangslage analysiert und der Handlungsbedarf benannt. Ziel war und ist es, den Bau des Porttunnels auf planerischer Ebene mit geeigneten Mitteln sichern zu können.

Die Gespräche verliefen offen und konstruktiv. Allerdings sind die Notwendigkeit sowie die ursprüngliche Linienführung des Porttunnels aus dem abgeschriebenen AP nicht in allen Gemeinden unumstritten. Dementsprechend wird von gewissen Partnern gefordert, diese Linienführung und die dazugehörige Zweckmässigkeit neu zu evaluieren. Es ist nun Aufgabe der übergeordneten Projektorganisation espace Biel/Bienne.Nidau dies im Rahmen einer Gesamtverkehrskonzeption zu überprüfen und die Entlastungswirkung des Porttunnels für die Region darzulegen. Aufgrund dieser Resultate wird später festgelegt, ob der Porttunnel als Teil der Nationalstrasse anerkannt und finanziert wird.

Auf Ebene Stadt Nidau wird alles planerisch und rechtlich Notwendige getan, um die Umsetzung des Porttunnels sichern zu können. Gleichzeitig ist es der Planungsbehörde aber wichtig, die Entwicklung der an den dereinstigen Porttunnel angrenzenden Parzellen auf Nidauer Stadtgebiet nicht für ein weiteres Jahrzehnt zu blockieren. In Zusammenarbeit mit den betroffenen Grundeigentümern und dem Kanton arbeitet die Planungsbehörde der Stadt Nidau daran, die Baulinien zur Sicherung der Linienführung festzulegen. Als Mitglied der der übergeordneten Projektorganisation espace.Biel/Bienne.Nidau setzt sich die Stadt Nidau ebenfalls für die Umsetzung des Porttunnels ein.
