Ausgangslage
Kleine Läden und lokale KMU prägen das wirtschaftliche und gesellschaftliche Leben in Nidau. Sie sorgen für Arbeitsplätze, beleben die Quartiere und tragen wesentlich zu einem vielfältigen Angebot an Produkten und Dienstleistungen für die Bevölkerung bei. Gleichzeitig stehen viele dieser Betriebe zunehmend vor grossen Herausforderungen – etwa durch verändertes Konsumverhalten, steigende Kosten, Konkurrenz durch Onlinehandel oder strukturelle Veränderungen im Detailhandel.

Für die Attraktivität einer Stadt ist eine lebendige und vielfältige lokale Wirtschaft von zentraler Bedeutung. Es liegt daher im Interesse der Stadt Nidau, den lokalen KMU gute Rahmenbedingungen zu bieten und ihnen eine klare Perspektive aufzuzeigen.

Ziel der Interpellation
Mit dieser Interpellation soll aufgezeigt werden, wie die Stadt Nidau die Rahmenbedingungen für lokale KMU weiterentwickeln kann, damit auch künftig ein vielfältiges Angebot an Geschäften, Dienstleistungen und Arbeitsplätzen erhalten bleibt.

1.\tVerfügt die Stadt Nidau über ein übergeordnetes Konzept oder eine Strategie zur Förderung von lokalen KMU und kleineren Läden? Falls ja, wie sieht dieses aus und welche Ziele verfolgt es?

Der Gemeinderat teilt das Anliegen, die Attraktivität von Nidau durch eine lebendige, vielfältige Wirtschaft zu stärken, und setzt sich für optimale Rahmenbedingungen der lokalen KMU ein. So hat er unter anderem einen lebendigen Ortskern sowie eine aktive Zusammenarbeit und Vernetzung mit den lokalen Akteuren fest in den Legislaturzielen verankert.(1)
Bereits im Jahr 2014 liess der Gemeinderat – basierend auf einem Postulat – eine Strategie gegen das «Lädelisterben» in der Altstadt entwickeln. Der Bericht kam zum Schluss, dass nur eine Projektrealisation auf dem Bahnhofgebiet eine nachhaltige Impulswirkung für das Stedtli erzielen kann; das übergeordnete Ziel müsse die Bündelung der Kräfte im Stedtli sein.(2) Diese Massnahme wird seither namentlich im Rahmen der Zone mit Planungspflicht (ZPP) Bahnhofgebiet kontinuierlich weiterverfolgt und weiterentwickelt. Neben diesem zentralen Grundlagenbericht bestehen weitere wichtige Überlegungen zum Thema(3) , und die Stadt Nidau setzt bereits heute im Alltag zahlreiche Massnahmen um. Dennoch fehlte bislang ein schriftliches Konzept für die Wirtschaftsförderung an sich. Der Gemeinderat nimmt den aktuellen Vorstoss zum Anlass, das bestehende Engagement in einem kurzen Konzept zu bündeln und transparent aufzuzeigen. Das Konzept steht auf der Webseite der Stadt Nidau zur Verfügung.(4)

2.\tWelche offizielle Stelle oder Person innerhalb der Stadtverwaltung ist derzeit für Fragen der lokalen Standortförderung sowie für den Austausch mit lokalen Unternehmen und KMU zuständig?

Gemäss Artikel 35 der Verordnung über die Verwaltungsorganisation ist innerhalb der Stadtverwaltung die Stadtschreiberin und Stadtverwalterin für die Aussenkontakte und die Wirtschaftsförderung zuständig. Diese Aufgaben gehören zum Ressort Präsidiales, dem der Stadtpräsident vorsteht.

3.\tWelche konkreten Massnahmen setzt die Stadt aktuell um, um lokale KMU, Gewerbebetriebe und den Detailhandel zu unterstützen oder zu stärken?

Wie im Wirtschaftsförderungskonzept aufgezeigt wird, ist die Nidauer Wirtschaft geprägt von einer tiefen historischen Verwurzelung von Industrie und Gewerbe, dem dynamischen Potenzial moderner Innovations-Cluster und einer starken regionalen Einbindung. Um diese Qualitäten langfristig zu sichern und zukunftsgerichtet weiterzuentwickeln, fokussiert sich die Wirtschaftsförderung der Stadt Nidau auf zwei zentrale Pfeiler mit entsprechenden Zielen und Massnahmen:

Pfeiler 1: Bestandspflege lokaler KMU und Stärkung des historischen Kerns
Ziel: Positionierung des Stedtli als lebendiger Begegnungs- und Wirtschaftsraum für Handwerk, Detailhandel, Gastronomie sowie Beauty- und Lifestyle.

a)\tAttraktivierung und Belebung des Zentrums
Teilziel: Steigerung der Aufenthaltsqualität im öffentlichen Raum sowie Positionierung als lebendiger Ort und Stärkung der Sichtbarkeit.(5)
Massnahmen:

Kontinuierliche Aufwertung des Stedtli (z.B. erfolgte Neugestaltung Stadtplatz)
Saisonale Akzente (Blumenschmuck, Weihnachtsdekoration) zur Schaffung eines attraktiven Verkaufserlebnisses für den lokalen Konsum- und Dienstleistungssektor.
Unterstützung von frequenzbringenden Veranstaltungen (u.a. Stedtlifest, Zibelemärit, Weihnachtsmarkt) sowie gezielte Kommunikationsmassnahmen zur Steigerung der Sichtbarkeit und Attraktivität des Zentrums.
Unterstützung von weiteren privaten Initiativen wie beispielsweise der Idee des «Märit plus», um den Stadtplatz zusätzlich zu beleben und den Wochenmarkt in seiner Funktion als Frequenzbringer zu stärken.
Entwicklung Bahnhofgebiet und Vorstadt Süd als frequenzbringende Ankerpunkte mit hoher Aufenthaltsqualität.

b)\tNetzwerk und Dialog
Teilziel: Stärkung der Zusammenarbeit und des Informationsflusses.
Massnahmen:

Durchführung und Besuch von regelmässigen Netzwerkanlässen für lokale Wirtschaftsakteure in enger Zusammenarbeit mit dem Gewerbeverein KMU Nidau Ipsach und Umgebung (KMU NIU) sowie im Turnus mit den beteiligten Gemeinden, um Synergien optimal zu nutzen und den branchenübergreifenden Dialog zu stärken.
Organisation von Baustellencafés für einen transparenten Informationsfluss bei anstehenden Projekten zur vorausschauenden Planung und Minimierung von Einschränkungen während Bauphasen.
Proaktiver Dialog mit lokalen Immobilien- und Grundeigentümerschaften zur Sensibilisierung für ihren Beitrag zur Vermeidung von strukturellem Leerstand, zur Anreizschaffung für private Investitionen und für ein attraktives Ortsbild.

c)\tGewerbefreundliche Rahmenbedingungen
Teilziel: Administrative Entlastung, attraktive Erreichbarkeit und Stärkung der lokalen Wertschöpfung.
Massnahmen:

Erlass der Gebühren für den Wochenmarkt sowie für Trottoirwirtschaften und -nutzungen im Zentrum (aktuell bis Ende 2027).
Attraktive Erreichbarkeit für alle Verkehrsarten: Bereitstellung von öffentlichen Kundenparkplätzen, Angebot Mietparkplätze für Mitarbeitende, optimale ÖV-Anbindung, Attraktivierung für Velo- und Fussverkehr sowie Beratung und Unterstützung bei der Förderung nachhaltiger Mobilität.
Berücksichtigung lokaler Betriebe bei städtischen Aufträgen, soweit konform mit Beschaffungsrecht und Wirtschaftlichkeitsprinzip.
Einsatz der Stadtverwaltung Nidau als offizielle Verkaufsstelle für KMU-Gutscheine zur Unterstützung der lokalen Geschäfte (direkter Bezug bei der Verwaltung und Einlösung in zahlreichen Fachgeschäften).

Pfeiler 2: Weiterentwicklung der Industrie- und Gewerbestandorte
Ziel: Pflege und qualitative Weiterentwicklung der Industrie- und Gewerbestandorte zur Stabilisierung sowie zur langfristigen Verbreiterung der städtischen Steuerbasis.

a)\tStandortsicherung und Festigung der Standorttreue
Teilziel: Sicherung der Standorttreue ansässiger Unternehmen und proaktive Verhinderung von Abwanderungen.
Massnahmen:

Regelmässiger, strukturierter Austausch mit Fokus auf die umsatz- und wertschöpfungsstarken Unternehmen in Nidau, mit dem Ziel, betriebliche Bedürfnisse (z. B. Flächenbedarf) frühzeitig zu erfassen und die Standorttreue langfristig zu sichern.
Zusammenarbeit mit den regionalen Schlüsselakteuren wie insbesondere der Standortförderung des Kantons Bern und der Wirtschaftskammer Biel-Seeland (WIBS).

b)\tZukunftsgerichtete Weiterentwicklung
Teilziel: Aufwertung und zukunftsgerichtete Weiterentwicklung bestehender Standorte zur Sicherung des Bestands und zur Ermöglichung mittelfristiger Neuansiedlungen.
Massnahmen:

Frühzeitiger, kontinuierlicher und konstruktiver Austausch mit Eigentümerschaften.
Unterstützung im Rahmen der Möglichkeiten sowie Vernetzung und Zusammenarbeit mit den regionalen Schlüsselakteuren.
Stadtentwicklung gemäss den Legislaturzielen vorantreiben.(6)

4.\tWelche zusätzlichen Massnahmen könnte sich der Gemeinderat vorstellen, um die Attraktivität des Wirtschaftsstandorts Nidau für bestehende und neue KMU zu erhöhen? (z. B. in den Bereichen Nutzung des öffentlichen Raums, Veranstaltungen, Vernetzung, Marketing oder administrative Entlastung)

Der Gemeinderat erkennt insbesondere Potenzial darin, die bisherigen Massnahmen zu bündeln, was mit dem neu vorliegenden Konzept erfolgte. Dies trägt wesentlich zur Transparenz bei, verdeutlicht die strategische Ausrichtung und ermöglicht lokalen Betrieben zusätzliche Planungssicherheit und Verlässlichkeit.

5.\tPlant der Gemeinderat künftig neue Initiativen oder Programme zur Förderung des lokalen Gewerbes und der KMU, und wenn ja, in welchem zeitlichen Rahmen könnten solche Massnahmen geprüft oder umgesetzt werden

Das Konzept baut auf einem sehr aktiven Fundament auf. Die Stadt Nidau setzt eine Vielzahl von Massnahmen um, die nun noch gezielter und strukturierter umgesetzt werden. Aktuelle Beispiele für die aktive Umsetzung sind unter anderem die Lancierung eines Standortvideos auf eine externe Anfrage hin, welches die digitale Präsenz sowie die Standortattraktivität stärken und die bestehenden Kommunikationsmassnahmen ergänzen soll, die Prüfung der Unterstützung der Idee «Märit plus» und das Vorantreiben der Stadtentwicklung im Bereich des Bahnhofgebiets und der Vorstadt Süd. Durch die weitere Stärkung des Dialogs und des Zusammenhalts bewahrt sich Nidau seinen einzigartigen Charakter: Der Gemeinderat schätzt die grosse Dynamik unseres Stedtli als schönen Standort mit Charme, der auf einer langen Tradition, einem belebten Kern und einer vielfältigen wirtschaftlichen sowie gesellschaftlichen Struktur basiert.
