Die Bewirtschaftung der steilen landwirtschaftlich genutzten Flächen ist arbeits-intensiv, aufwändig und oft auch mit erhöhtem Risiko verbunden. Dank der Abgeltung mit Hang- und Steillagen-Beiträgen wird nach wie vor ein Grossteil dieser steilen Flächen bewirtschaftet. Dies ergibt einen wirtschaftlichen, ökologischen aber auch einen ästhetischen Mehrwert. Die Leistung für die Offenhaltung ist zudem nicht zu unterschätzen. Insbesondere wird auch das Landschaftsbild nachhaltig geprägt, denn die doch sehr gut gepflegten steilen Flächen tragen dazu bei, dass wir von einer intakten, vielfältigen Landschaft sprechen können. Die steilen landwirtschaftlichen Flächen werden bisher einfach horizontal vermessen und auch dementsprechend abgegolten. Die effektive Fläche ist jedoch grösser. Es wird also mehr Fläche bewirtschaftet und gepflegt, als abgerechnet wird. Mit der heutigen Technik und der bestehenden Hangneigungskarte, wäre es ohne weiteres möglich, die effektiv bewirtschaftete Fläche zu berechnen und auch korrekt abzugelten. Nach meiner Einschätzung beträgt die Differenz pro Hektare (gerundet) bei 50% Hangneigung 12 Aren, bei 35% Hangneigung 6 Aren und bei 15% Hangneigung 1 Are. In diesem Zusammenhang stelle ich dem Bundesrat folgende Fragen, dabei ist die Hangneigung bis 15% nicht zu berücksichtigen, weil die Differenz sehr klein ist und die Bewirtschaftung auch unproblematisch ist.

Wie gross ist der Unterschied von der horizontal vermessenen Fläche im Vergleich mit der effektive bewirtschafteten Fläche mit Berücksichtigung der Hangneigung?

Würde die zusätzlich berechnete, effektiv bewirtschaftete Fläche, gemäss Direktzahlungsverordnung abgegolten, wie hoch ist der zusätzliche Mittelbedarf?

Ist der Bundesrat bereit, diese Zustand zu korrigieren und in die Umsetzung der AP 2030+ einfliessen zu lassen?

Der Bundesrat anerkennt den Mehraufwand für die Bewirtschaftung von steilen Flächen sowie deren Mehrwert in Bezug auf Ökologie und Landschaftsbild. Das in der Interpellation genannte Anliegen wurde mit der Motion von Siebenthal 09.3461 bereits früher eingereicht. Das Parlament hat damals die Motion in abgeänderter Form überwiesen. Mit der Agrarpolitik 2014-2017 (AP 14-17) wurden daraufhin Steillagenbeiträge und eine dritte Hangneigungsstufe eingeführt sowie die finanziellen Mittel für die Hangbeiträge generell erhöht, um die Anliegen der Motion zu erfüllen.

Die in der Interpellation genannten Differenzen in Aren stimmen grundsätzlich. Betrachtet man nur die Flächen mit Hangbeiträgen in den drei Kategorien nach Neigung würden die zusätzlichen Flächen einige Tausend Hektaren betragen. Bei den aktuell geltenden Bestimmungen der Direktzahlungen würde dies zusätzlichen Mitteln von mehreren Millionen entsprechen.

Wie der Bundesrat in der Stellungnahme zur Motion von Siebenthal 09.3461 ausgeführt hat, gilt für die amtliche Vermessung das horizontale Mass. Würde man für Direktzahlungen die effektive Fläche als neues Flächenmass einführen, hätte man ein zweites Flächenmass im Gebrauch. Dies würde die Komplexität des Systems erhöhen und viele andere Fragen aufwerfen, wie beispielsweise, ob beim Landkauf auch von der amtlichen Messung abgewichen werden soll. Daher widerspricht eine solche Änderung den Bemühungen des Bundesrats zur Vereinfachung. Der Bundesrat ist der Meinung, dass mit den Produktionserschwernis-, Offenhaltungs-, Hang- und Steillagenbeiträgen die erschwerende Bewirtschaftung abgegolten wird und keine Differenzierung bei den Flächenmassen im Beitragssystem notwendig ist. Eine höhere Stützung kann über Anpassungen der Beitragsansätze erfolgen. Mit der überwiesenen Motion Z’graggen 24.3973 wurde der Bundesrat bereits beauftragt, die Berechnung der Steillagenbeiträge im Rahmen der AP30+ anzupassen und die Mittel, um rund 5 Mio. Fr. zu erhöhen. Weitere Massnahmen hat der Bundesrat nicht geplant.
