Die Volksinitiative lautet:

Die Bundesverfassung wird wie folgt ergänzt:

Art. 24^decies (neu)

¹Der Bund erlässt Vorschriften gegen Missbräuche und Gefahren durch genetische Veränderung am Erbgut von Tieren, Pflanzen und anderen Organismen. Er trägt dabei der Würde und der Unverletzlichkeit der Lebewesen, der Erhaltung und Nutzung der genetischen Vielfalt sowie der Sicherheit von Mensch, Tier und Umwelt Rechnung.

²Untersagt sind

Herstellung, Erwerb und Weitergabe genetisch veränderter Tiere;
die Freisetzung genetisch veränderter Organismen in die Umwelt;
die Erteilung von Patenten für genetisch veränderte Tiere und Pflanzen sowie deren Bestandteile, für die dabei angewandten Verfahren und für deren Erzeugnisse.

³Die Gesetzgebung enthält Bestimmungen namentlich über

Herstellung, Erwerb und Weitergabe genetisch veränderter Pflanzen;
die industrielle Produktion von Stoffen unter Anwendung genetisch veränderter Organismen;
die Forschung mit genetisch veränderten Organismen, von denen ein Risiko für die menschliche Gesundheit und die Umwelt ausgehen kann.

⁴Die Gesetzgebung verlangt vom Gesuchsteller namentlich den Nachweis von Nutzen und Sicherheit, des Fehlens von Alternativen sowie die Darlegung der ethischen Verantwortbarkeit.
