Anlässlich ihrer Informationsbesuche im Jahre 2004 liess sich die Subkommission 6 über die Ergebnisse und die Nachhaltigkeit des Projektes Nove-IT orientieren. Sie anerkennt die mit dem Projekt bisher erreichten Ziele und beurteilt den eingeschlagenen Weg durchaus positiv. Gleichzeitig musste jedoch festgestellt werden, dass das Potenzial aus diesem Projekt noch lange nicht ausgeschöpft ist und die Umsetzung teilweise nur schleppend vorankommt. Die Bundesverwaltung ist noch weit von einer Vereinheitlichung von Normen und Standards im IKT-Bereich entfernt. Damit aus dem Projekt Nove-IT eine nachhaltige Wirkung erzielt werden kann, ist es wichtig, dass der Bundesrat verschiedene strukturelle und organisatorische Massnahmen beschliesst und diese auch durchsetzt. Die Kommission ist überzeugt, dass bei guter Führung im IKT-Bereich noch weitere Effizienz- und Kostensenkungspotenziale ausgeschöpft werden können.

Seit dem Abschluss von Nove-IT erfolgt die Festlegung von Normen und Standards über den IKT-Steuerungs- und Führungsprozess effizient und gut abgestimmt mit den Verwaltungseinheiten. Probleme bieten sich heute nicht primär bei der Festlegung von Normen und Standards, sondern in deren praktischen Umsetzung.

Gesamtverantwortlich und zuständig für die strategische Steuerung ist der Informatikrat. Führung und Einsatz der IKT ist Aufgabe der Leistungsbezüger (Departemente und Ämter). Die Aufgabenteilung ist klar, systematische Überschneidungen bestehen keine. Der IKT-Steuerungs- und Führungsprozess ist definiert.

Die Rolle des Delegierten für die Informatikstrategie des Bundes ist in der Verordnung vom 26. September 2003 über die Informatik und Telekommunikation in der Bundesverwaltung (BinfV; SR 172.010.58) festgelegt. Ein zentrales Controlling ist eingeführt, eine aussagekräftige Balanced Scorecard in Erprobung. Damit dem Informatikstrategieorgan Bund die vorhandenen IKT-Portfolio- und Controllingdaten mit wenig Aufwand und einheitlich zur Verfügung gestellt werden können, wird gegenwärtig ein einfaches Instrument entwickelt.

Die operativen Führungsaufgaben im Bereich Projekt- und Anwendungscontrolling werden durch die Departemente sichergestellt.

Die bundesnahen Betriebe unterliegen nicht dem Geltungsbereich der Bundesinformatikverordnung (vgl. Art. 2 Abs. 1 BInfV). Im Rahmen der Umsetzung der Motion wird zu prüfen sein, welche Normen und Standards der Bundesverwaltung sinnvollerweise auf die Betriebe übertragen werden.

Zusammenfassend ist festzuhalten, dass die Ziele der Motion den seit Nove-IT vom Bundesrat verfolgten Zielen entsprechen. Die Annahme der Motion dokumentiert, dass die bei der Umsetzung noch vorhandenen Probleme an die Hand genommen werden.
