Die weltweite Ölverknappung mit entsprechenden Preissteigerungen ist schneller Tatsache geworden, als es Erdölwirtschaft und Bundesrat noch vor Kurzem wahrhaben wollten. Und die Situation wird sich nicht entspannen, sondern rasch noch verschärfen. Es ist daher höchste Zeit, im Interesse der Menschen und der Wirtschaft unseres Landes die hohe Erdölabhängigkeit schnell zu reduzieren. Um dabei spürbare Erfolge zu erzielen, wird ein ganzes Bündel von einzelnen Massnahmen nötig sein.

Die Motorfahrzeugsteuern liegen in der Kompetenz der Kantone. Meines Wissens liegt dem Zuger Kantonsparlament ein Antrag vor, wonach künftig der Benzinverbrauch ein wesentliches Element für die Bemessung der Motorfahrzeugsteuern sein soll. Fahrzeuge mit hohem Verbrauch sollen mit deutlich höheren Steuern belegt werden, sparsame mit kleinen.

Eigentlich ist dieser Schritt angesichts der Verknappung fossiler Treibstoffe nur logisch.

Auch wenn der Bundesrat den Kantonen keine Vorschriften machen kann, wäre es möglich, sie zu motivieren. Ist er bereit, im Rahmen seiner Kontaktnahmen und in Publikationen über die Energiefrage das Modell einer verbrauchsabhängigen Steuer zu propagieren?

Die Motorfahrzeugsteuer liegt in der Kompetenz der Kantone. Der Bund kann hier Lösungsvorschläge und Bemessungsgrundlagen wie die Energieetikette oder ein umfassendes Kriterienset für energieeffiziente und emissionsarme Fahrzeuge anbieten; die Entscheidung liegt jedoch bei den Kantonen. Zahlreiche Kantone haben Projekte im Sinne einer Ökologisierung der kantonalen Motorfahrzeugsteuern gestartet. Es liegt im Interesse des Bundes, diese Bestrebungen zu unterstützen und nach Möglichkeiten zu harmonisieren.

Der Bundesrat hat an seiner Sitzung vom 21. Februar 2007 zur Energiestrategie Schweiz eine 4-Säulen-Politik beschlossen, die auf den Pfeilern Energieeffizienzmassnahmen, Förderung der erneuerbaren Energien, Energieaussenpolitik sowie Grosskraftwerke beruht. Der Bundesrat erteilte dem UVEK den Auftrag, bis Ende 2007 Aktionspläne zu Energieeffizienzmassnahmen in allen Bereichen sowie zur Förderung der erneuerbaren Energien zu erarbeiten. Der Bundesrat wird Ende 2007 nach Vorliegen dieser Aktionspläne über Art und Umfang der zu treffenden Massnahmen entscheiden. Das UVEK wird im Rahmen der Erstellung der Aktionspläne auch Massnahmen gemäss dem Inhalt der vorliegenden Motion prüfen. Da also die Entscheidungen über die einzelnen Massnahmen noch ausstehen, kann sich der Bundesrat in jetzigen Zeitpunkt noch nicht darauf festlegen und lehnt aus diesem formalen Grund die Motion ab. Bei einer allfälligen Annahme der Motion wird der Bundesrat im Zweitrat beantragen, den Vorstoss in einen Prüfungsauftrag abzuändern.
