«Schützi, Beurteilung der Tragkonstruktion und Erdbebensicherheit

Feststellung:
Die Schützi wird heute für allerlei kulturelle Anlässe benutzt. Sicher hat sich noch niemand der Besucher, ausser den Fachleuten, über die Gebäudesicherheit der Schützi seine Gedanken gemacht.
Die Baudirektion der Stadt Olten erteilte 1987 dem Ingenieurbüro Hegglin + Tihanov, Olten, über die ehemalige Turnhalle Schützenmatte, oder heute das Kulturzentrum Schützenmatte, kurz «Schützi», den Auftrag, Zitat aus dem Bericht vom 05.06.87, «den Zustand der Turnhallendecke zu prüfen und zu beurteilen, ob eine Gefährdung der Benutzer vorhanden ist.» Am 21.04.87 fasste die Baukommission der Stadt Olten nach Kenntnis dieses Berichtes den Beschluss:
· die Halle fürs erste zu schliessen und
· die kleinstmögliche Sanierung, zum Zwecke einer weiteren, provisorischen Benutzung der Halle durchzuführen.

Was mich besorgt, ist die Beurteilung und Feststellung der bestehenden Tragkonstruktion:
· «Die Konstruktion jedoch eindeutig unbefriedigend berechnet, konstruiert und ausgeführt wurde: viele Verbindungen, und zur Hauptsache jene im Bereich der Auflager, weisen Schäden auf und gewähren keinesfalls eine ausreichende, den Normen entsprechende Tragreserve auf.
Diese fehlerhafte Konstruktion zeugt davon, dass die Bauaufträge auch zu jener Zeit, d. h. vor 100 Jahren, nicht unbedingt, oder nicht immer den besten Bauleuten erteilt wurde. Dass das Dach bis heute hielt, hat es der noch nicht voll ausgeschöpften Tragreserve zu verdanken und die erwähnten Schäden an den Auflagern zeigen, wie klein diese eben noch war.»
Im Rahmen eines Baugesetzesartikels, müssen alle kantonalen öffentlichen Gebäude auf ihre Erdbebensicherheit überprüft werden, so zum Beispiel auch das Spital Olten.
Ich bin nun schon etwas erstaunt, wenn man die verschiedenen Berichte und Anträge zu den «Schützivorstössen» im Gemeindeparlament der letzten 20 Jahre durchliest und feststellen muss, dass die bauliche Sicherheit und der bauliche Zustand «als grundsätzlich in Ordnung» bezeichnet wurde (Interpellation Roland Rudolf von Rohr, Kulturzentrum Schützi, vom 16. November 2000) oder nie ein vordergründiges Thema war.
Man sanierte und sanierte, die Heizung, die Lüftung, die Bestuhlung, und vieles anderes mehr, dabei kam der Bericht und die Empfehlung des Ingenieurbüros «ob die bestehende Turnhalle mit einem vernünftigen Aufwand saniert werden kann? Die Antwort auf diese Frage, scheint uns, ist ein klares Nein!» zu einem ganz anderen Schluss.

Fragen:
1. Warum wurde der Bericht des Ingenieurbüros Hegglin + Tihanov, Olten, dem Gemeindeparlament verschwiegen und wer trägt dafür die Verantwortung?
2. Ist der Bericht der solothurnischen Gebäudeversicherung bekannt und unter welchen Vorbehalten kann die Schützi weiter benützt werden?
3. Warum nimmt der Stadtrat in Kauf, dass bei einer kleinen Erschütterung, unzähliges Menschenleben gefährdet sein könnte?
4. Ist der Bericht den Mietern/Leistungsvereinbarer vor der Unterzeichnung bekannt gegeben worden?
5. Ist der Stadtrat bereit, alle öffentlichen Gebäude der Stadt Olten auf ihre statische Sicherheit, Tragfähigkeit und Erdbebensicherheit zu überprüfen und dem Gemeindeparlament Bericht zu erstatten?
6. Welche Massnahmen gedenkt der Stadtrat im Falle der Schützi zu unternehmen?

Begründung:
Zufälligerweise kam ich zu diesem Bericht und war sehr erschüttert. Ich war zwar immer ein Befürworter eines Abrisses und einer Neugestaltung mit der Badisanierung 1991. Dass der Stadtrat, dem Gemeindeparlament der Bericht aber nie kundgetan hatte, fühle ich mich nun als Gemeinderat hintergangen. Vermutlich kennt auch keiner der Schützimieter diesen Bericht, denn diese hätten in ihrer Verantwortung nie die Leitungsvereinbarung «Kulturzentrum Alte Turnhalle Schützenmatte» mit dem Stadtpräsidenten und dem Stadtschreiber (Stadtratsbeschluss vom 27. August 2007) unterschrieben.
Was ich mir auf keinen Fall wünsche, wäre die folgende makabre Schlagzeile: kleines Erdbeben in Olten während der Banausiade «Einsturz des Kulturzentrums Schützi in Olten mit vielen Toten. Die Überprüfung der Bausubstanz hat 1987 ergeben, dass der Bau nicht den Normen entsprochen hat. Der Stadtrat bedauert die vielen Toten und verspricht Soforthilfe.» In etwa ähnliches kann man ab und zu in den Zeitungen lesen, mit Bildern von zusammengestürzten Häusern. Bedauern hat noch nie jemanden lebendig gemacht, wenn am Bau gepfuscht und korrumpiert wurde.
Wir sind nicht in einem korrupten Land, auch wenn man beim lesen des Berichtes, nicht umhin kommt, uns gleichzusetzen.»

Zu Fragen 1 und 2
Das Ingenieurbüro Hegglin + Tihanov erhielt im Jahre 1987 von der Stadt Olten den Auftrag, den Zustand der Turnhallendecke zu prüfen und zu beurteilen, ob eine Gefährdung der damaligen Turnhallen-Benutzer/innen vorhanden war. Ausschlaggebend für die Zustandsuntersuchung war offensichtlich der schlechte Zustand der Gipsdecke, die immer mehr abzubröckeln begann.

Gestützt auf den Bericht des Ingenieurbüros Hegglin + Tihanov wurden diverse Massnahmen ausgeführt, die eine Wiederaufnahme des Turnbetriebes ermöglichte. Im Schlussbericht des Ingenieurbüros vom 5. Juni 1987 wurde festgehalten, dass nach erfolgter Sanierung keine weiteren Kontrollen nötig sind.

Adressat des vorgenannten Berichtes war die dafür zuständige Baukommission Olten, welche auch eine vorübergehende Schliessung der Turnhalle verfügte. Sowohl das Gemeindeparlament wie auch die Solothurnische Gebäudeversicherung mussten damals nicht explizit über den Bericht orientiert werden.

Zu Frage 3 und 4
Seit November 1996 werden die Umbauarbeiten durch ein ortsansässiges Ingenieurbüro im Auftrag der Vereinigung Kulturzentrum Alte Turnhalle Schützenmatte, kurz Schützi, statisch begleitet.

Mit diversen statischen Sanierungsmassnahmen wurden die Tragsicherheit und Gebrauchstauglichkeit verbessert resp. die dazumalige SIA Norm erfüllt. Zusammenfassend kann ausgesagt werden, dass die Mängel an der bestehenden Tragkonstruktion des Daches saniert wurden und unter Einbezug der neuen Dacheindeckung Tragsicherheit und Gebrauchstauglichkeit den SIA Normen entsprechen.

Die «Vereinigung Schützi» war jederzeit über den statischen Zustand des Gebäudes orientiert resp. im Bilde.

Zu 5
Der Schweizerische Ingenieur- und Architektenverein SIA hat mit dem Merkblatt SIA 2018 „Überprüfung bestehender Gebäude bezüglich Erdbeben“ ein Dokument geschaffen, das erlaubt, die Notwendigkeit von Massnahmen zur Gewährleistung der Erdbebensicherheit zu beurteilen. Das Merkblatt SIA 2018 enthält Minimalstandards zur Beurteilung, ob ein bestehendes Gebäude unverändert akzeptiert werden kann oder ob und in welchem Umfang bauliche Verstärkungsmassnahmen notwendig sind. Dabei bilden die Kriterien der Verhältnismässigkeit und der Zumutbarkeit eine klare, kostenorientierte Entscheidungsgrundlage. Sie sind risikobasiert und nach anerkannten wissenschaftlichen Methoden festgelegt worden.

Der Stadtrat von Olten beabsichtigt, gestützt auf das Merkblatt SIA 2018, im Rahmen des Budgets 2009 die wichtigsten Gebäude der Stadt Olten nach dem Prinzip «vom Groben ins Feine» in einem dreistufigen Verfahren überprüfen zu lassen. Im Jahre 2009 ist die Durchführung der 1. Stufe geplant.

Zu Frage 6
Gestützt auf die Antwort zu Frage 3 und 4 sowie zu Frage 5 sind im Moment keine Massnahmen
